Nigel joined tor&co in 2015, bringing with him extensive experience in commercial consultancy and a track record for providing robust planning advice across all areas of planning.

 

He acts for a wide and diverse range of clients including national house builders, commercial and industrial occupiers, developers and landowners. Nigel’s recent projects include large-scale estate regeneration schemes, greenfield village extensions and warehouse/logistics developments.

Sterte Avenue

tor&co successfully secured planning permission for a new warehouse and logistics scheme for St Modwen in 2021.  The approved scheme comprises 122,923 sqft of warehouse and ancillary office space plus van storage deck.  It has been constructed and is occupied by Amazon.  The site was home to a wider variety of priority habitats. It is also situated adjacent to Poole Harbour, an internationally important site for wildlife conservation. The key challenge was resolving the competing objectives of protecting and enhancing valuable natural habitats with the delivery of an economically viable development.

 

St Modwen trusted us to manage the design team and to navigate the scheme through the planning process.  It was a pleasure assisting St Modwen with the delivery of the largest building of its type within the BCP conurbation.

Fresh Wharf

The former Fresh Wharf Estate is identified as a key town centre regeneration site by the London Borough of Barking & Dagenham. Countryside Properties secured outline planning permission for the residential-led mixed use redevelopment of the former industrial site in 2011.  The delivery of the scheme stalled due to the challenging economic context and did not represent a viable proposition for development without significant revisions. tor&co assisted Countryside by securing approval in 2014 for a wide range of amendments to the outline planning permission to make the scheme more efficient, viable and deliverable.

 

It was satisfying to finally secure reserved matters approval for the first phase of development in 2018, which comprised 531 new homes, commercial space, new public realm and improvements to the river wall adjoining the River Roding.   I was responsible for coordinating the consultant team and advising on planning strategy. This included negotiations with the local planning authority, managing the stakeholder engagement strategy and coordinating the variation of onerous planning restrictions to enable the early delivery of new homes.

Woodgate

The Barnham, Eastergate and Westergate (BEW) strategic allocation seeks to deliver a new sustainable community in West Sussex, comprising over 3,000 new homes and provision of strategic infrastructure to support the settlement. The challenge was to work closely with a consortium of landowners and developers and the local planning authority to secure planning permission for the first parcel of land.  Approval was granted in 2023 for a scheme comprising 180 new homes with an obligation to contribute towards wider infrastructure improvements including new schools, realignment of the A29 and a new park.

 

Working with Pye Blenheim is a pleasure on account of their professionalism, commitment to place making and legacy.   We were responsible for navigating the application through a complex and often shifting planning and political landscape. Obtaining this hard-won approval for them was immensely satisfying.
